  • This includes liaison with and direction of teams and Management across the Group and creation of information for use at Executive Management forums.
  • The role holder is responsible for execution across all Chief of Staff activities falling under the COO Office including:
  • Supporting Chief of Staff cross-DBS activities, including interacting with leadership team
  • Appropriate support and management of the COO’s regulatory and legal responsibilities
  • Governance and implementation of Policy and Standards Framework in CoS Office which is under regular critical scrutiny of the regulators and also external auditors
  • Support embedding disciplines in relation to key transformation / Change initiatives
  • Facilitate HBSA Regulatory Reporting framework
  • Managing Internal Third Party Management agreements
  • Coordinating Annual Client Tax Reporting exercise across LoB’s and Functions
  • Overseeing the outsourcing initiatives being initiated at LOBs / Functions; ensuring that requestors align to the FIM standards as well as relevant local regulations and guidelines

In addition, the role holder will be tasked to drive and embed DBS-wide:

  • Communications – ensuring all employees are included in regular valuable, strong, two way communications
  • Continuous Improvement – driving positive change in processes, procedures, services etc. to deliver on financial, people or efficiency goals
  • Delivery & Performance – developing service catalogues for the function, in line with wider strategies
  • Financial Management – ensuring all financial targets are met and all HBSA Finance policies effectively and efficiently adhered
  • Governance – demonstrating good governance and control across the Function in line with Company Secretary policies
  • Organisational Design – support organisational design and implementation
  • Policy & Standards – ensuring any CoS Office-issued policies are well managed, communicated and implementation is tracked
  • Risk Management – ensuring all risks in the COO Office are managed in line with the Op Risk Management Framework
  • Strategy Execution –support CoS in strategy implementation, in particular within DBS
  • Sustainability – ensuring CoS sustainability in their day to day role and demonstrate actions to support Corporate Sustainability policies and strategies
  • Third Party Risk Management – facilitation/coordination of governance and monitoring of intercompany services , ensuring appropriate documents i.e. PLAs etc are maintained and reviewed
  • Project Execution – support implementation of specific / ad-hoc programmes ; supporting CoS Strategic Actions’ execution or provide governance oversight on cross-line of GBs / GFs Programmes and Ways of Working initiatives

Principal Accountabilities: Key activities and decision making areas

Strategic Responsibilities:

  • Participates in the execution of the organisational strategy
  • Support strategic management and administrative support to DBS Chief of Staff
  • Financial Management – provide robust financial tracking and reporting of Function’s budget
  • Governance and Documentation – ensure appropriate DBS Governance is implemented with robust oversight
  • People – support development of policy and process, in line with DBS HR
  • Policy & Standards – ensuring any COO Office-issued policies are well managed, communicated and implementation is tracked
  • Ensure focus, support and oversight of Highest Priority Transformation Programme delivery, across DBS; business and functions
  • Support CoS in all transformation Programme aspects
  • Facilitate common approach to Transformation activities across all Business/Functions and DBS

Customers / Stakeholders

  • Proactively partnering to drive Transformation initiatives. Examples include:
  • Improve Risk and Financial Reporting
  • Global Standards & Compliance
  • Customer/ Data Strategy
  • Liaise with internal / external stakeholders with respect Go

Operational Effectiveness & Control

  • Reduce complexity of information flows across CoS, improved data quality and enhanced controls reducing operational risk
  • Review the data strategy with focus on:
  • Support simplification resulting in a reduction of number of systems, servers and storage
  • Support reduced number of data reconciliations reducing operational cost
  • Improve data quality to financial and regulatory reporting reducing reputational and regulatory risk
  • Manage compliance risk in liaison with the Compliance department, foster of compliance culture and optimisation of relationship with regulator
  • Effective management & support for all applicable governance meetings including support to line manager to ensure that the Operational Risk Management Framework, Risk and Control Assessments (RCA), Incident management, Top Risk Analysis, Control Monitoring, Key Risk Indicators and Reporting to Country and Regional Risk Management Meeting are maintained in line with global standards

Qualifications / Experience:

  • Experience gained at a large financial services institution
  • Knowledge of robust and current project management practices
  • Active industry knowledge of the current state of technology trends
  • Project/Programme Management skills (project planning and tracking / project status reporting
  • Strong skills in relation to risk management: Issue identification and timely management and resolution of outstanding issues
  • Business process analysis skills – ability to analyze and document the current processes and utilize data to make informed recommendations
  • Strong collaboration skills – to influence and execute at pace
  • Bachelor’s degree in a related field and 5 years at least of experience
  • Demonstrated knowledge of Financial Services (Banking, Wealth Management, and Capital Markets) business processes and resultant information needs: client, risk / regulatory / finance, etc
  • Excellent interpersonal skills – ability to work across organisations at all levels
  • Excellent written communications skills – ability to clearly document the current state and recommendations
